I- THE ROTARY INTERNATIONAL

Rotary International took the wise and historical decision to support the printing and distribution of 12 essential Rotary publications into Arabic language.
A rotarian from Lebanon - RI District 2450 - was appointed to perform this challenge, namely PP Michel P. Jazzar.

Introduction:
At its November 1999 meeting, the RI Board of Directors recognized the importance of providing Rotary Clubs with the information they need to be effective in languages that they can read and understand. At this same time, a list of essential publications was established.
At its February 2000 meeting, the Board agreed that a district or group of districts in which the Rotarians speak a language other than English, Japanese, Portuguese, Spanish, French, German, Korean, Italian and Swedish may, on a voluntary basis translate, print and distribute essential club information to the clubs in their district(s). It further approved a plan for a pilot project for translation of publications by volunteers. Initially districts in Finland, The Netherlands, Taiwan and Thailand were selected to participate in this project. Other interested districts are considered to participate.
On behalf of the RI Board of Directors, district 2450 was invited to participate in this project. Participation includes the appointment of a committee or group to be responsible for translating, printing and distributing publications to clubs in your country. RI will reimburse governors of participating districts for the costs of printing and distributing these publications.

Some of the communities in the Arab world are against Rotary for misunderstanding and lack of communication.
The Philosophy:
The Rotary respects the human cultures.
The Vision:
Is to promote Rotary with a great tool: The Arab publications.
[We leave to Clubs and District to promote their projects within RI and TRF Programs by direct support and/or by International co-sponsors support.]
The Strategy:
Is to develop a long range of yearly publications with the support of RI, Districts, Clubs and Rotarians Arab speaking and International Districts, Clubs and Rotarians as well.
The direct link with the RI Staff is the key of success.
A District committee will supervise the project under the leadership of the District Governor. The RI will appointed yearly a Rotarian as RI Contact responsible to sign the expenses sheet which will be covered by RI and to follow the RI policies regarding similar projects.
The Goals:
Translation, publication and distribution of the Essential Rotary Publications in full commitment and respect of the RI Policies.

Publications are divided the into two parts:
1-Publications for Rotary Club's Administration
2-Publications for Rotarians and the civic dudes [large public of Non-Rotarians].

1-Publications for Rotary Club's Administration:
These publications are for internal publications. They are needed as tools for clubs' administration. The number of copies will be limited for Rotary Officers elected for two consecutive years. The PEs for the coming year and the year after should be very well prepared. So the number will multiply by 3 times the number fo Rotary Clubs Presidents [e.g. President Kit].
2-Publications for Rotarians and the large public of Non-Rotarians:
All publications with general information on RI and TRF Programs that would be interesting to be known by all Rotarians and Civic dudes [Non-Rotarians]. The number of copies will be 5000 or 10000 to help in promotion of Rotary in the Arab Region.
We are very interested to let current and new members, as well as Club's guests and weekly speakers be informed on our international organization

The District 2450 Committee 2007-2008:
The District 2450 Governor 2007-2008 Farid Gebran has appointed an Adhoc Committee .
DGE 2008-09 and DGN 2009-2010 are also members of this committee as to secure the work for the two coming years.
Also two Rotarians are appointed as "International support" because we are aware that this project will cost money and we should cover all expenses.

Budget:
The budget will cover: Translation, printing, distribution, miscellaneous expenses.
Copies will be sent to all clubs in District 2450 [6 Arabic speaking countries out of 9 countries] and District 9010 [North Africa].

Rotary 2007-2008 Presidential Citation [5000 copies]
Rotary Citation form [5000 copies]
Rotary Basics [10000 copies]
Other publications: Copies will depend on Rotary Officers number.

Commitments to support the expenses [till 28 October 2007]:
-from the Rotary International
-from the District 2450: District Funds.
-from the International Support - USA:
First phase - 4 publications: 4000$US will be transfered by the Rotary Club Washington DC's Foundation [$1000] and the Rotary Project of a sister R.C of Washington DC, the "Basra Prosthetics Project" [$3000]

What is the RCC?
A Rotary Community Corps (RCC) is a group of non-Rotarian men and women who share Rotarians’ commitment to service and creating a better world for us all. Under the guidance of a sponsoring Rotary Club, dedicated RCC members put their own skills to work to improve the quality of life right in their own community, by spurring long-term economic development and self-sufficiency. By establishing an RCC, community members can help provide long-term solutions to problems that they can implement themselves.
The greatest asset of the RCC program is its flexibility. RCCs can be rural or urban, and may comprise an entire village or community, or a smaller group within the community.
Today, there are more than 4,400 Rotary Community Corps in some 68 countries sponsored by over 1,800 Rotary Clubs. An estimated 103,000 RCC members are making the world a better place to live, one community at a time.
In Lebanon – RI District 2450 Three RCCs were formed: Kfarhaoura and Toula by RC Zgharta-Zawie 1990-91 and Koura by RC Koura 1991-1992.

So, it is logical to print in Arabic language the RCC Manual and other related documents as the RCC is a club's project performed within a group of non-Rotarian living in villages... and speak only the Arabic language.
Communication:
DG 07-08 Farid Gebran introduced this project in the October 2007 issue of his "Governor Monthly Letter".
Also will be explained the followings:
1-Why RI is using many languages in its publications?
2-What are the official languages of RI?
3-How these languages are chosen?
4-What are the other languages supported by RI
5-What is the importance of publications in Arabic language and how these pubs will be run?

RLI Lebanon-Division Seminar 26-27 October 2007:
DG Farid Gebran has announced this project to participants coming from Lebanon, Jordan, Bahrain and USA.
An article will be printed in the GML and signed by the RI Contact Michel P. Jazzar

II- ROTARY TASK FORCE WEBSITE

Arabic Documents posted on Rotary Task Force Web Site:
Lebanon is an Arabic country. Lebanese speak Arabic, French, English and Armenian languages, as this country is a mosaic of 18 religions that live together.
According to the wishes of the chairman of Education and Training Task Force PRID 2004-2006 David Linnett, RLI Lebanon Division took the decision [year 2002] to post Arabic documents for the first time on an International Rotary Web Site.
