The President of Rotary International 2007-2008 Mr. Wilfried Wilkinson has appointed Michel P. Jazzar - DDS - Rotariam from Lebanon , as R.I. Representative to UN - ESCWA for Rotarian year 2007-2008.

    Présentation du Rotary:
    Le Rotary est une organisation internationale composée de représentants du monde des affaires et des professions libérales unis autour du service humanitaire, attachés à des normes élevées d’éthique professionnelle et désireux de promouvoir l’entente et la paix à travers le monde.
    Le Rotary International est l’association internationale des Rotary clubs. Les clubs sont apolitiques, non confessionnels et à but non lucratif, et choisissent des projets répondant aux besoins de la collectivité qu’ils desservent. Leurs actions touchent souvent à la lutte contre la faim, la pauvreté et le sida, aux soins de santé, à l’alphabétisation et à l’entente internationale. La Fondation, organisation à but non lucratif cherchant à promouvoir la paix et l’entente internationale au travers de programmes humanitaires et éducatifs ainsi que d’échanges culturels, fournit souvent un financement aux projets des Rotary clubs à travers le monde.

    Aujourd’hui le Rotary compte plus de 1,2 million de membres, hommes et femmes, regroupés au sein de plus de 32 000 clubs dans plus de 200 pays.
    La taille des clubs varie, allant de 20 à plusieurs centaines de Rotariens. Chaque Rotary club reflète la composition socioprofessionnelle de la collectivité où il est implanté et cherche à servir autrui, localement et à l’étranger.
    Les Rotary clubs sont regroupés au sein d’unités administratives régionales, appelées districts, au nombre de 530 districts. Chaque district est dirigé par un bénévole rotarien appelé gouverneur qui a la charge d’environ 40 à 50 Rotary clubs.

    Le Rotary et les Nations Unies
    Les relations du Rotary International avec les Nations unies remontent à la signature de la Charte des Nations Unies en 1945. En effet, 49 Rotariens appartenaient aux 29 délégations participant à la conférence de San Francisco. Durant les années 50, le Rotary devait envoyer des observateurs à toutes les réunions onusiennes importantes et promouvoir les Nations unies dans les publications rotariennes.
    Le Rotary maintient des relations avec le conseil économique et social de l’ONU (ECOSOC) et avec l’organisation des Nations Unies pour l’éducation, la science et la culture (UNESCO) depuis leur création, respectivement en 1945 et 1946. Ces relations se sont développées depuis la mise en place par le Rotary d’un réseau de représentants auprès de ces organisations.
    Le Rotary a le statut consultatif le plus élevé auprès de l’ECOSOC qui supervise de nombreuses agences des Nations unies. Le Rotary participe également à plusieurs titres à la conférence des ONG à statut consultatif auprès des Nations Unies .

    RI Representative UN-ESCWA Mission
    Mission:
    Work to enhance Rotary’s visibility within the international community.
    Rotary International appoints representatives each year to increase awareness and recognition of Rotary's programs, policies, and activities within the international community. Representatives meet regularly with officers and staff from international organizations to:
    Discuss parallel concerns and potential areas for cooperation.
    Inform organizations about Rotary programs.
    Gather information about organizational developments and opportunities for local-level cooperation.

    Vision:
    Strengthen relations between RI, District 2450, Rotary Clubs, Rotarians and ESCWA.
    Goals:
    The cooperation between the Rotary Clubs of District 2450 and ESCWA can follow up one, some or all of the following clauses in each level:



    I- On International Level:
    1- Seek to acquire a scholarship from Rotary International Institution thru joint funding for 3 months to specialize in a Thai university (Chulalongkorn University in Bangkok) a special three-month course in peace studies, conflict resolution and mediation training aimed at middle and upper-level managers in governments, non-governmental organizations, and private corporations.
    2- Link both parties' internet site with each other to enable the visitor to know our goals and joint activities (The Rotary International implemented this according to my request)

    3- Apply for one candidate, within the RI District 2450, as scholar to one of the seven Rotary Centers: The Rotary Foundation has partnered with eight leading universities around the world to establish the Rotary Centers for International Studies in peace and conflict resolution. Each year, Rotary will select up to 60 fellows to study at one of the six Rotary Centers worldwide. The selected Rotary World Peace Fellows will begin two-year master's-level degree programs in conflict resolution, peace studies, and international relations. Each Rotary district may nominate one candidate for the selection process [Almost 500 applications are raised annually].
    II- On RI District 2450 Level:
    4- Attending the symposiums and the conferences of common interest according to an official invitation from one of the two parties: participating as a lecturer or an observer, and submit a report to both organizations.
    5- Organize – in Beirut - a joint symposium under the title "United Nations Day" along the 1st week of November, during which common interests are to be announced.
    III- On Country Level (e.g. Lebanon):[As the ESCWA is located in Beirut].
    6- Invite high officers from ESCWA to Rotary clubs in Lebanon to lecture about matters related to your honorable committee, in order to enlighten and spread knowledge about your activities.
    7- Seek the creation of joint projects between ESCWA and its branches and Rotary clubs in order to spread knowledge, fight poverty, develop women's capacities and enforce youth training…
    8- Seek to provide an annual scholarship for university specialization in Lebanon in the field of "Peaceful Negotiation and Solving Conflicts", funded by Rotary clubs in Lebanon, from which a Lebanese university student may benefit. [It is also possible to generalize this scholarship on all the countries of District 2450.]

    Strategy:
    February-March :
    - Communication with D.2450 Governor
    - Start a communication with ESCWA Officers.
    April till June:
    - Meeting with ESCWA Officers, Planning for the coming year.
    - Communication with RI Staff - External Relations- UN
    - I have received from RI, the materials needed for my Rotary Task.
    - Meeting and coordination with Rotary Officers and Clubs in Lebanon.
    July [1st month of the Rotary year]:
    - I have announced my Mission : Vision, Goals and Strategy.
    July – June :
    - Goals will be implemented within the collaboration within a Team, Rotary District Officers and Clubs on District and Lebanon levels.
    End of June [End of the Rotary year]:
    - I will send my report to RI President and UN-ESCWA Officers.
    - I will send a copy to: DG, DGE, RI Staff External Relations-UN.
